Web pages need to scroll when the content exceeds the area that can be viewed.
Breakpoints automatically scroll if the content exceeds the browser window size. You can simply adjust the height of the breakpoint to whatever you like and the browser behaves exactly like you would expect.
If you need an element to scroll its contents, make sure the contents exceeds the size of the frame and set visibility to scroll in the properties panel:
